Louyang itself is a walled town with a field outside its south gate. The Royal Tomb, the region's dungeon, is entered from the northwest corner of town — and only once you have joined the squad that guards it (below). The people you need most:

Start here: the Royal Tomb squad

Register at the government office, get a checkup, then report to the tomb soldier and prove yourself on the Jing Guai. Opens the Royal Tomb, and with it everything below that needs the squad.

Every one is a level 3 weapon with two slots, for level 70. Each adds 5% damage against Formless monsters and 5% against Earth-element ones, another 5% of each at +7 and another 10% of each at +9 — magic damage on the staff, both on the book and the Asura. 2018 note Mi Gao is both Formless and Earth, and Jing Guai is Earth, so the weapons pay off on the monsters you farm the stones from.
Crafted hats
Su Tian, south of the town square, makes two upper headgears once you have delivered her letter. She needs you in the tomb squad first. 2018 note
Bacsojin Doll Hat Named 백소진 인형 모자 MATK +30, +10 per 2 refines. At +7, variable cast −7%; at +9, MATK +10%.

Straight from the crafting quest's text in the game, which has read this way since both recipes changed on 11 April 2018. The Bacsojin Doll Hat takes either recipe: the second swaps the White Snake's Tears for a thousand more Earth Dragon Stones.
